**Purpose**: Verify basic Start/Stop/Restart operations

**Test Independence**
- ✅ Each test should be independent
- ✅ Use `BeforeEach`/`AfterEach` for setup/cleanup
- ✅ Create fresh runners for each test
- ✅ Use contexts with timeouts to prevent hangs

- ❌ Don't share runners between tests
