Add support for setupapi.SetupDiOpenDevRegKey()

Furthermore setupapi.DevInfoData has been obsoleted.
SetupDiEnumDeviceInfo() fills existing SP_DEVINFO_DATA structure now.
As other functions of SetupAPI use SP_DEVINFO_DATA, converting it to
DevInfoData and back would hurt performance.
