ChenHengming fa62b01791 [buf_slot]: modify buffer slot management ...

1. add slot runtime log switch
2. add slot_assert for log and history dump
3. add extra MppFrame init/deinit so that the Mpp::get_frame will not share same MppFrame with buffer slot
