e0df28b509 [mpp_cfg]: Add general config function 
1. Add struct config function.
2. Do not check data type when data size is matched.
3. Use type/size/offset to define data and update info.

d40aea09bc [rk_venc_cfg]: Add new encoder cfg method 
For better binary comaptibility users should use this method to
configure encoders.
NOTE: api only init once.
