d1121caa66 Fix get_bits_long to work with ALT_BITSTREAM_READER_LE. 
Gives the same result as get_bits_long_le in vorbis.c instead
of some wild big-/little-endian mixture.

5a7bd28335 move align_get_bits() to .h to avoid conflicts between different bitstream readers in different codecs 
add a skip_bits_long() which can skip by any amount in any direction (several codecs contain half working hacks to do that)
