* nvjpeg cmake

* add common decoder, nvjpeg decoder and add image name predict api

* ppclas support nvjpeg decoder

* remove useless comments

* fdtensor add nbytes_allocated

* fix bug

* add pybind

* ignore nvjpeg on jetson
